MONTGOMERY – The Alabama Adult Education Division of the Alabama Community College System (ACCS) announced today the opening of the request for proposal (RFP) process for adult education providers.  Funding for such programs is made available through the Workforce Innovation Opportunity Act (WIOA), Title II, and the Adult Education and Family Literacy Act (AEFLA).

Proposals are due by 4 p.m. CST Monday, April 5, 2021. Funding will be awarded on a three-year term that begins October 1, 2021.

Alabama’s Adult Education Division provides no-cost, academic and workforce development services to more than 29,000 residents across more than 400 locations in the state each year. Programs include study skills and classes for GED or high school equivalency, job training credential classes for Ready to Work and MSSC certifications, English as a Second Language (ESL) classes, and Family Literacy services.

Current providers for adult education services in Alabama include community colleges, community-based and faith-based organizations, public housing authorities, correctional facilities, and volunteer literacy organizations. Priority consideration for funding include organizations who have demonstrated effectiveness in improving the literacy of eligible individuals, whose services are aligned with local workforce strategies, priorities and partners, and whose services are responsive to the needs of persons with barriers to employment.

The timeline for proposals and award is as follows:

  • February 24, 2021- Release of RFP
  • March 5, 2021 – Bidder’s Webinar
  • April 5, 2021 – Grant proposals due
  • May 21, 2021 – Notification to all applicants
  • October 1, 2021 – Adult Education grant period begins
